On behalf of Every Woman Every Child, a multistakeholder Strategy and Coordination Group facilitated by the Executive Office of the United Nations Secretary-General oversaw production of this Operational Framework, under the guidance of Amina J. Mohammed, United Nations Secretary-General’s Special Adviser on Post-2015 Development Planning, and David Nabarro, United Nations Secretary-General’s Special Adviser on the 2030 Agenda for Sustainable Development and Climate Change.


The Government of India, Partners in Population and Development, and the United Nations Children’s Fund (UNICEF, on behalf of the H6 – formerly the H4+ Partnership), coordinated the content development and writing of the Operational Framework with several institutions and individual experts convened respectively by C.K.Mishra, Additional Secretary; Joe Thomas, Executive Director; and Geeta Rao Gupta, Deputy Executive Director.
